The Government of the Republic of Indonesia and the Government of the United States of America, together with Conservation International and KEHATI Foundation, is implementing a Debt-for-Nature- Swap (DNS) under US-TFCA (Tropical Forest Conservation Act) to finance programs to further conserve tropical forests in Sumatera. KEHATI, designated as the TFCA Administrator is now inviting professionals to apply for the following positions:
CONSERVATION SPECIALIST
Responsible directly to the Program Director of Tropical Forest Conservation Program, the Conservation Specialist will involve in developing and recommending regional goals, objectives and priorities of forest resource conservation program in Sumatera, as well as developing and recommending program rules, regulations, policies, procedures and guidelines.
Key qualifications:
ASSISTANT TO THE PROGRAM DIRECTOR
Performs administrative and office support activities for multiple supervisors. The Assistant’s responsibilities also include grant management and administration of forest conservation programs in Sumatera, as well as managing an effective relation and communication with grantees and other stakeholders of the program.

MONITORING AND EVALUATION SPECIALIST
Responsible to develop monitoring and evaluation system, policy and procedure of forest conservation program in Sumatera, and manage monitoring and evaluation activities of the program.

I. Organizational Context
Food and Agriculture Organization (FAO) is a United Nation agency which provides technical assistance in Indonesia. One of our projects since 2006 provides support for the control of Avian Influenza, in cooperation with national and regional Indonesian government livestock authorities. Project activities are conducted in various locations nationwide.
The National Technical Advisor on National Poultry Quality Improvement Program (NPQIP) shall operate under the overall guidance and responsibility of the FAO Chief Veterinary Officer, the general technical supervision of the Emergency Centre for Transboundary Animal Diseases (ECTAD) Regional Manager based in the Regional Office for Asia and the Pacific (RAP), and the operational supervision of the Chief, TCES. The incumbent will be under the direct supervision of the Team Leader of the FAO HPAI Programme in Indonesia and the functional and administrative guidance of the FAO Representative, with technical guidance and backstopping of the Public-Private Partnership Project Manager (AGAH, FAO Rome) and the Public-Private Partnership Project Coordinator based in the Regional Office for Asia and the Pacific (RAP). The incumbent will be responsible for facilitating the design of the National Poultry Quality Improvement Program (NPQIP), in close collaboration with the commercial poultry industry, Director General Livestock Services (DGLS), the FAO ECTAD Indonesia team and any other relevant stakeholders.
Duties and Responsibilities

Summary of key functions:
* Review the road map of the National Poultry Quality Improvement Program (NPQIP), which was prepared by the Indonesian Poultry Association in May 2009 and the comments and recommendations provided by stakeholders:
* Consult with stakeholders from the various poultry production systems, including Sector 1 integrated companies, Sector 2, broiler, layer producers and breeders, Sector 3, broiler, layer, intensive native chicken producers, and intensive duck producers, the public veterinary services and other relevant stakeholders on how to develop and further improve the NPQIP design;
* Develop an improved road map for the NPQIP in close consultation with all stakeholders, to be approved and finalized in a workshop organized by the incumbent and the National Technical Advisor (Veterinary Services);
* Advocate for buy-in from both the private and public sectors for joint activities within the NPQIP;
* Perform any other related duties as required.
III. Reporting
The consultant will have to prepare a draft final report in English on project activities under his/her responsibility at the end of his/her assignment. The reports will contain a complete review of activities undertaken and their outputs as well as outcomes (using performance indicators). Impact will also be assessed. A section on recommendations and lessons learned, presenting guiding principles for future interventions, will be included.
A separate final draft document on the National Poultry Quality Improvement Program will be prepared. The report should be submitted to ECTAD no later than two weeks after completion of the assignment in hard and electronic copies.

The key results have an impact on the success of FAO/ GOI Avian Influenza
Control Programme implementation in Indonesia.
